In pursuit of the global commitment to adopting a primary health care (PHC) approach to accelerate progress towards achieving universal health coverage, an operational framework for PHC was developed. This framework supports countries in translating their commitment into practical actions. It builds upon the key levers proposed in the Declaration of Astana to realize the PHC vision, providing detailed information for each lever along with actions and interventions to guide countries’ efforts in strengthening PHC-oriented health systems. One of the operational levers identified is the improvement of care quality, which is essential in PHC strengthening efforts.
